The Bayonne Municipal Utilities Authority (MUA, Authority) provides water and sewer utility service to the City of Bayonne. The MUA was formed pursuant to N.J.S.A, 40:14B acquiring its facilities from the City of Bayonne. The Authority has established user rates, fees and service charges as provided for in N.J.S.A. 40:14B-21 and 40:14B-22. GSE was engaged by the MUA to determine and allocate the costs of the services provided by the Authority and to recommend rate structures that insure the Authority’s rates are practicable, equitable and uniform. The particular challenge addressed in our analyses involved equitable rate structures for the cost of service associated with stormwater system operation and maintenance, specifically due to the fact that Bayonne is comprised of both a combined sewer and separate storm sewer system.
