As Shadow Lake Dam is a Class II, Significant Hazard structure, the NJDEP requires the development of inundation mapping and an Emergency Action Plan is strict conformity to the most recent NJDEP Emergency Action Plan guidelines. As such Shadow Lake Inc. retained GSE to prepare the paper Emergency Action Plan (EAP) document required by the NJDEP detailing the downstream impacts, the level of community preparedness, and the appropriate response by Shadow Lake Inc. in the event of a dam failure during the SDF, the SDF without a failure of Shadow Lake Dam, and the “sunny-day” event. A detailed hydrologic and hydraulic analysis was also developed by GSE for Shadow Lake Dam. This analysis was used to develop flood inundation mapping in strict conformity to NJDEP guidelines. The mapping was developed at a scale sufficient to be used for identifying downstream inhabited areas subject to possible danger and was submitted in an ArcView compatible format. The submitted files were geo-referenced using the New Jersey State Plane Coordinate System (SPCS) in North American Datum 1983 (NAD83) and in compliance with the NJDEP Digital Data Standards.
