Project: Water Utility Vulnerability & Risk Assessment

In accordance with Public Law 107-188, Title IV of the Public Health Security and Bio-Terrorism Preparedness Act, the City was charged with developing a Utility Vulnerability Assessment Report. GSE developed the subject report on the City’s behalf. The report addressed the specific vulnerabilities of the City of Orange Township water utility, critical system components, threat assessment, and mitigation measures. The assessment was performed utilizing Risk Assessment Methodology for Water Utilities (RAM-W) developed by the Sandia National Laboratories and the American Water Works Association Research Foundation. This methodology was developed with the cooperation of the Federal Bureau of Investigation, the Association of Metropolitan Water Agencies and Metropolitan Water Utilities; and with funding provided by the EPA. The Risk Assessment Methodology used by GSE in developing the report consisted of the following components: prioritizing facilities, identifying and evaluating threats, prioritizing critical assets, determining protection systems and determining risk. This methodology represented a systematic evaluation of unforeseen events affecting the water system. The identified tasks included - Identification and description of major system components; Identification of threats and the effect of those threats on the system; Determination of minimum acceptable performance levels; Identification of key critical components; and the Determination of feasible corrective measures.
